The other day I was asked a question by email. "why do I need to have this frame shipped to an FFL ? It is just a part!". Well the question was in reference to a Gunbroker add I had for a Thompson Center Encore rifle frame I had listed. In my add I state that I ( an FFL ) will ship the frame to the buyers designated FFL . The answer is simple, because the frame has a serial number. That Encore frame was created and identified with a serial number by its manufacturer and in the eyes of the ATF , it is considered a firearm and must be treated as such. So when shipped it must be sent to an FFL so that when the buyer comes to pick it up that buyer must fill out the proper 4473 ATF form and have a NICS background check performed before the buyer takes possession of the " the firearm".
